Positive About Employment

South Liverpool Personnel (SLP Ltd) is a social enterprise based in Liverpool providing a wide range of support programmes to enable people from disadvantaged groups to gain sustainable employment.

Positive About Employment is a new initiative established by SLP based on over 35 years experience of helping excluded groups gain employment and skills. The Positive About Employment project works with:

  • Individuals looking for support to enter into employment and develop their skills
  • Employers looking for a competitive workforce representative of the local population
  • Agencies/Organisations aiming to address the issue of worklessness in Merseyside

SLP specialises in positive action programmes and engagement with hard to reach groups. SLP is well established within the Local Employment Partnership, is a named provider within the Liverpool City Region Employment Strategy for delivery under the Deprived Area Fund and is currently delivering on the City Centre pre-recruitment training programme.

SLP works closely with the City Council, the Employers Coalition and Job Centre Plus to meet the needs of individual clients and employers. SLP is a Learn Direct outreach centre and therefore provides access to a wide range of training including a unique ESOL delivery provision that can be implemented remotely and taken out to groups in the community. This innovative approach is underpinned by Online learning that starts in the first language of the learner and progresses to English at the learners' rate of development. All tutors are level 4 accredited.

Between April 2005 and March 2007 SLP helped 560 individuals into employment comprising:

  • 42% BRM
  • 36% female
  • 32% Unemployed for less than 12 months
  • 52% unemployed for more than 12 months
  • 61% South Liverpool residents
  • 39% North Liverpool residents

This figure includes Positive Action Training programme management with a range of private and public sector businesses, including bespoke pre-recruitment training programmes.

As a typical example, on the current city centre employment project, SLP has engaged 104 local people, supported and coached them through relevant pre-recruitment training via Learn Direct and the Academy of Excellence customer service programme. This training is carried out on SLP premises and SLP staff support clients through the entire process. The training package has been specifically designed to meet the needs of employers in the new Liverpool One development. SLP then support the clients through the application process, preparation for interviews and receiving feedback. Through this programme, in 12 weeks SLP placed 47 clients in employment with City Centre Employers primarily in Retail, Hospitality, Leisure and Tourism sectors.

Current involvement with existing city wide employment strategies is as follows:

  • SLP are currently working with the Employer Coalition and the Chamber of Commerce to coordinate the delivery of business support and workforce development interventions that will increase diversity in employment. Also included in this activity is the development and coordination of pre-recruitment training to diverse candidate groups and recruitment support to businesses.
  • SLP is represented on the Liverpool Area Agreement – Economic Development and Enterprise Partnership Working Group. This group is responsible for delivering the aims of the Liverpool Area Agreement and the City Employment Strategy;
  • Currently the SLP Chief Executive is Chair of the BRM Network Employment Sub Group . The lead group in coordinating the delivery of services to employers, development of programmes required to meet employers' needs and brokering relationships/consultation with diverse communities. Working specifically with members of the Merseyside Employer Coalition and Liverpool Chamber of Commerce to identify skill requirements & gaps in their business and developing appropriate pre recruitment training programme to bridge identified gaps.
  • SLP currently manage a Positive Action Training Programme with 35 BRM trainees based in public and Private sector businesses.
  • SLP currently manage a Transitional Employment Programme for Liverpool City Council Employment Programmes Team.
  • SLP is represented on the BRM Network Steering Group
  • SLP has been successful the recent LSC Pre Qualification Questionnaire for delivering ESF funded LSC programmes.
